Only 27 per cent of local authorities are sharing back office HR and finance functions, new research has shown.
The survey of 100 local authority department heads did show, however, that 44 per cent of councils are planning to share back office operations over the next 12 months.
The survey, commissioned by ICT services provider 2e2, also found that local authorities are increasingly using operational expenditure budgets to fund business change processes such as workforce mobility and online citizen services.
Adam Kamruddin, strategic engagement director for 2e2, that commissioned the survey, said the shift from capital spending ‘reflects the rise of initiatives such as cloud computing’ enabling councils to improve their IT without the need for heavy investment in technology hardware.
