The mayor of London, Sir Sadiq Khan, has appointed new members to the Transport for London (TfL) Board, which was refreshed in 2024.
The TfL Board provides guidance and oversight for TfL’s delivery of the Mayor’s Transport Strategy, which includes approving TfL’s budget, business plan, and annual report, alongside other major and strategic issues and policies.
The Board received an overhaul in September 2024, which saw the mayor reappointed as chair and the deputy mayor for transport, Seb Dance, as deputy chair. The mayor has appointed three new members, who will serve up to September 2028.
A nomination from the Trades Union Congress has led the mayor to appoint Jim Kelly to represent workers, from 2nd June 2025. A taxi driver since 187, he has been chair of London and Eastern Unite the union for 14 years, as well as having been involved in campaigns with Unite bus representatives championing better working conditions for London’s bus workers and campaigns to support London taxi drivers.
Following an external recruitment campaign, the mayor has appointed Carolyn Dwyer and Mike O’Donnell from 22nd July 2025 who will succeed Professor Greg Clark CBE and Anne McMeel, after eight years on the Board, to provide further expertise in finance and commercial development experience.
Carolyn Dwyer is an experienced local government leader with experience in property development, urban regeneration and financial oversight, having contributed to major regeneration projects like the Vauxhall Nine Elms and Battersea development and the London Cancer Hub in Sutton.
Mike O’Donnell, having been the CEO of London CIV, the pension pool for the London borough’s and the City of London, until 2022, brings financial planning, estate rationalisation, and budgetary expertise. His experience also includes senior interim financial oversight roles at Birmingham City Council and the London Borough of Newham, where he managed complex financial challenges.
The mayor of London said: “My appointments to the TfL Board have always brought together a huge range of talent, experiences and backgrounds that have successfully supported TfL in its world-leading work and overseen the delivery of its operations. I am grateful for the significant contribution of Professor Greg Clark CBE and Anne McMeel, who will be stepping down on 21 July after over eight years on the Board.
“The three new members have a wide range of experience in the public and private sectors which will build upon the delivery and expertise of the Board I appointed in September 2024 and address the needs of TfL now and in the future. Together we will ensure that TfL continues to deliver the world-class transport system that supports the economic success of London and the UK.”
