House of Lords rejects requirement for elected mayors

Three amendments to devolution bill have been passed by the House of Lords, including that each city area should be able to decide how it wants to be led, without losing out on the chance to get devolved powers.

The Lords voted for the amendment on mayors by 240 to 175, but could be overturned in the Commons when the bill is debated later in the year.
